	Use 3 teams of 2 engineers plus 2 outside consultants. Concentrate on fixing current design rather that replacing it with another. Hold weekly progress meeting with team to review progress against plan/budget. Use outside consultants on as needed basis for new laser technologies.
	Establish teams by 3/1. Identify and qualify 2 outside consultants; finalize contracts by 3/1. Complete problem assessment by 5/31. Propose an engineering solution by 6/30. Complete prototypes by 7/31. Complete product trials by 8/30. Document final product specs by 9/30. Complete installation of modified production equipment by 11/30.
